Learning Licence FAQ

 
1.Is it compulsory to have a medical certificate for obtaining a learner's licence ?
 
Ans : An applicant for the grant of a non transport vehicle driving licence under the age of 50 years do not require a medical certificate. However, those applicants who are over 50 yrs. of age must produce a medical certificate in Form - 1A.
All applicants for the grant of driving licence to drive transport vehicle are required to produce a medical certificate.
2.Is there any age restrictions for obtaining learner's licence ?
 
blackbulletnThe applicant shall have attaining the age of 16 years in case of motor cycle with engine capacity not exceeding 50 cc (motor cycle without gear).
blackbulletnThe consent/declaration of the parents/guardian is necessary and shall be signed before the Licencing authority.
blackbulletnThe applicant shall have completed the age of 18 years in case of motor cycle with gear or light motor vehicle.
blackbulletnIn case of transport vehicles one year driving experience of light motor vehicle.
blackbulletnMedical certificate in Form CMV 1 and 1A is necessary in case of transport vehicle.
3.What is the period of validity of Learner's licence ?
 Ans :Learner's licence is valid for the period of 6 Months.
4.What is Preliminary test?   Whether any exemption is provided ?
 
blackbulletnWritten test will be conducted for the persons who have passed SSLC or equivalent examination or higher . This test will be of Multiple choice objective type.
blackbulletnIn case of others, Oral test will be conducted.
blackbulletnThese tests will be conducted by the Inspector of Motor Vehicles.

 Ans :Application along with documents will be returned to the failed applicant and he can reappear for test on the next day onwards.
7.Is it compulsory to obtain Driving Training from a Motor Driving School ?
 
Ans :No, in case of private or non-commercial vehicles, it is not compulsory.
However,in case of commercial vehicles, it is compulsory because the Motor Driving School has to issue Form No.5 for commercial driving licence.
8.What are the precautions to be taken by a learner licence ?
 Ans. The following points need to be kept in mind by a Learner's licence holder :

blackbulletnThe learner's licence holder should get training under the supervision of a Permanent driving licence holder.
blackbulletnThe learner licence holder has to display symbol -L in a Red color that should be visible from a distance.
blackbulletnIn case of commercial vehicle, the learner licensee has to under go training either from Government Motor Driving School or Motor Driving Schools authorized by the State Government.
blackbulletnIn addition to practical training, the learner's license holder should also learn about the vehicles' mechanism, road symbols or signs etc.
blackbulletnIf you are learning how to drive a two-wheeler, you cannot carry any other person on the pillion except your instructor.

Registration of Motor Vehicle


Application
  • Application in Form - 20 should be made for registration of a New Vehicle. It is compulsory to submit Form - 20 online on the web portal of the department.
  • The print out of uploaded Form - 20 should be taken and should be submitted at the concerned R.T.O. along with other necessary documents.

Documents
Following documents are required to be submitted at concerned R.T.O. with Form-20.
  • Sale Certificate in Form No.21
  • Road worthiness certificate in Form 22.
  • Identity proof with photographs of applicant.
  • Vehicle insurance certificate.
  • Proof of address
  • In case vehicle is imported, then, bill of entry submitted to Customs and in case, vehicle is not a body built vehicle, then Form No.22 Part 2 (A) should also be submitted along with the application.
  • School Leaving Certificate, Passport, L.I.C. Policy, Electoral Voter I-Card, Light Bill, Telephone Bill, receipt of House Tax with address, Pay Slip of Central/State/Local self Government or an Affidavit from the applicant to that effect can be submitted as a proof of address as well as proof of identification.
Procedure of Registration of Vehicle and Issue of Smart Card RC Book
  • A new vehicle is registered in the R.T.O. were the vehicle owner ordinarily resides or has his place of business.
  • The Form No. 20 as downloaded from the website, after submitting it online along with necessary documents and proof of payment of tax and fee should be submitted at the concerned R.T.O.
  • The inspection of two wheelers and car is permitted to be done by authorized dealer in the State. In case, such certificate is issued by the dealer, the same should be attached with the application; otherwise the vehicle is required to be produced in R.T.O. for inspection.
  • If, all papers attached to Form-20 are found correct, then, a registration number is allocated to the vehicle, Unless a selected number has been obtained by the owner paying appropriate fee, the vehicle registration number is allocated by computer through a random system after the registration process is completed.
  • The vehicle owner is informed about the registration number through SMS or E-Mail address submitted by them.
  • The smart R.C. Book of the vehicle is sent by speed-post at the address indicated by the applicant in the Form.

Fee for Choice Number
  • A system of allocating a number of choice to a new vehicle is in operation in the State.
  • The number can be obtained by public auction, whenever a new series is opened in a R.T.O office.
  • After public auction, the remaining numbers can be selected as choice number by paying a fee of Rs.1000/- for two wheelers and Rs.5000/- for four wheelers.

Transfer of Ownership of Vehicle


  • Application for change in ownership is required to be made in Form-29 and 30 along with a print of chassis number with pencil.
  • For change of ownership through inheritance Form 31 and in case of change of ownership due to public auction, application in Form 32 should be made.
  • Along with the application original R.C. Book, Insurance Certificate, P.U.C. Certificate, proof of identity and address should be attached.
  • A fee of Rs.30/- in case of two wheelers and Rs.100/- in case of motor car is required to be paid as transfer fee.
  • A lump sum tax @ 15% of original lump sum tax should be paid as transfer tax, however, if, vehicle is more than 8 years old, then, tax @ 1% or Rs.100/- whichever is higher is required to be paid.

To Enter or Cancel Hypothecation details


  • For entering hypothecation details, application in Form 34 should be made along with print of chassis. For cancellation, application should be made in Form 35.
  • A fee of Rs.100/- is required to be paid for this purpose.
  • Along with application original R.C. Book Certificate of Insurance and P.U.C. Certificate should also be attached.

Change of Address in RC book


  • An application in Form 33 along with chassis print should be made for change in address. In case vehicle has been purchased through loan or hypothecation, then N.O.C. of Financer should also be attached.
  • Original R.C. Book, Insurance Certificate, P.U.C. Certificate and proof of address should also be attached with the application and fee of Rs.20/- should be paid.

Duplicate copy of RC book


  • A duplicate R.C. Book can be obtained, if, the original book has been lost or spoiled. Application Form 26 with Chassis print should be made for this purpose.
  • The application should be accompanied with Police report, financer’s N.O.C. In case, vehicle was purchased through loan, proof of address, Insurance Certificate and P.U.C. Certificate shall be attached
  • A fee of Rs.30/- for motor cycle and a fee of Rs.100/- for motor car is required to be paid.

NOC (No objection Certificate) for the Vehicle


  • Application Form 28 with Chassis print should be made in triplicate.
  • A certificate from Police, N.O.C. from Financer, original R.C. Book, proof of address of purchaser, Certificate of Insurance, P.U.C. are required to be attached along with the application.

Registration of Vehicle brought from the other state


  • An application in Form-FT and Form No. 27 with Chassis print along with original R.C. Book and N.O.C. in Form 28 is required to be attached.
  • Along with application, original R.C. Book, N.O.C. in Form 28, proof of address, insurance certificate, P.U.C. Certificate should be submitted.
  • For change in ownership and address, relevant Form No. 29 and 30 or 33 should be submitted.
  • If a vehicle is brought in the State permanently, then the declaration in Form F.T. should be made within a period of 7 days.
  • The vehicle is required to be produced compulsorily for inspection.

Change in Vehicle


  • Application should be made in Form B.T.I. and original R.C. Book, Insurance Certificate, P.U.C. Certificate should be attached.
  • A pending D.A. case is required to be cleared before change is registered.
  • A fee of Rs.150/- should be paid for this purpose, and vehicle should be produced for inspection within 14 days of such approval being given.

Inspection and Fitness Certificate of Vehicle


Renewal of Fitness Certificate (F.C.) of Transport Vehicle
  • Application should be made in Form CPIA along with application form original R.C. Book, Fitness Certificate, Insurance certificate and P.U.C. Certificate should be attached.
  • Any due against of the vehicle for violation of Motor Vehicle Act are also required to be cleared.
  • A renewal fee of Rs.100/- and vehicle test fee is required to be paid along with the application.
Certificate of Periodic Inspection(CPI) of Non-Transport Vehicle (Seating Capacity >= 8)
  • Application should be made in Form CFRA along with application form original R.C. Book, Fitness Certificate, Insurance Certificate and P.U.C. Certificate should be attached.
  • Any due against of the vehicle for violation of Motor Vehicle Act are also required to be cleared.
  • A renewal fee of Rs.100/- and vehicle test fee is required to be paid along with the application.
Re-registration of Non-transport Vehicle (Seating Capacity < 8 )
  • Application should be made in Form 25 for re-registration of a vehicle.
  • Along with Application Form, original R.C. Book, Insurance Certificate, P.U.C. Certificate and Fitness Certificate should be produced and required fee should be paid.
  • A vehicle against which any of the D.A. case is pending, then, that is required to be cleared before the re-registration of the vehicle.
Inspection Procedure/Fitness Test of Vehicle
  • A vehicle is required to be produced for obtaining Fitness Certificate, C.P.I. or getting re-registration.
  • If a vehicle found to be fit mechanically, then new vehicle is given certificate for two years, whereas, old vehicles are given certificate for a year.

Permit for Goods Vehicle


  • Vehicle up to 3 tones GVW are exempted from the provision of permit and a permit is issued for a period of 5 years valid throughout the State of Gujarat.
  • Application for permit is required to be made in Form P.P.U.C.
  • A permit fee of Rs.350/- and court fee stamp of Rs.10/- is required to be affixed on the application.
  • Application should be accompanied with copy of R.C. Book, proof of payment of tax, Fitness Certificate, Certificate of Insurance, and P.U.C.
  • D.A. case should not be pending against the vehicle for issue of permit.

National Permit for Goods Vehicle


  • A national permit holder vehicle is permitted to move across any State of India for a period of one year.
  • A national permit holding vehicle of other State is prohibited from carrying goods within the State.
  • Application for National Permit is required to be made in Form N.P.P.U.C.
  • Rs.1,000/- as National Permit Authorization Fee and Rs.15,000/- as Composite Fee are required to be paid for obtaining National Permit.
  • Application should be accompanied with copy of R.C. Book, proof of payment of tax, Fitness Certificate, Certificate of Insurance, and P.U.C.
  • D.A. case should not be pending against the vehicle before issuing any permit.

Auto Rickshaw/ Taxi-Cab/ Maxi-Cab Permit


  • Application for permit is required to be made in Form P.C.O.P.A.
  • A permit fee of Rs.350/- and court fee stamp of Rs.10/- is required to be affixed on the application.
  • Application should be accompanied with copy of R.C. Book, proof of payment of tax, Fitness Certificate, Certificate of Insurance, and P.U.C.
  • D.A. case should not be pending against the vehicle for issue of permit.
  • Permit is valid for 5 years and issued for whole Gujarat state.

All India Tourist Permit for Taxi-Cab/Maxi-Cab/Passenger bus


  • Application for permit is required to be made in Form P.T.R.V.A.
  • A permit fee of Rs.350/- and court fee stamp of Rs.10/- is required to be affixed on the application.
  • Authorization fee Rs.500/- should be paid.
  • As per Rule, the color of passenger bus vehicle should be painted in White color with blue strip and a circle.
  • Permit cover for All India.
  • Application should be accompanied with copy of R.C. Book, proof of payment of tax, Fitness Certificate, Certificate of Insurance, and P.U.C.
  • D.A. case should not be pending against the vehicle for issue of permit.
  • Authorization is valid for a period of one year and Permit is valid for 5 years.

Contract Carriage Permit Bus


  • Application for permit is required to be made in Form P.C.O.P.A.
  • A permit fee of Rs.350/- and court fee stamp of Rs.10/- is required to be affixed on the application.
  • Application should be accompanied with copy of R.C. Book, proof of payment of tax, Fitness Certificate, Certificate of Insurance, and P.U.C.
  • D.A. case should not be pending against the vehicle for issue of permit.
  • Permit is valid for 5 years and issued for whole State of Gujarat.

School Bus Permit


  • Application for permit is required to be made in Form PCOPA.
  • A permit fee of Rs.350/- and court fee stamp of Rs.10/- is required to be affixed on the application.
  • Application should be accompanied with copy of R.C. Book, proof of payment of tax, Fitness Certificate, Certificate of Insurance, and P.U.C.
  • Copy of registration of educational institute and declaration to use the vehicle only for the educational purpose should be attached with the application.
  • D.A. case should not be pending against the vehicle for issue of permit.
  • Permit is valid for 5 years and issued for concerned region only.

Private Service Passenger Bus Permit


  • Application for permit is required to be made in Form P.P.R.S.A.
  • A permit fee of Rs.350/- and court fee stamp of Rs.10/- is required to be affixed on the application.
  • Application should be accompanied with copy of R.C. Book, proof of payment of tax, Fitness Certificate, Certificate of Insurance, and P.U.C.
  • Copy of registration of Company/Firm/Institute.
  • Declaration to use the vehicle only for faring employees or laborers of a Company/Firm/Institute to ferry them to the place of business or back.
  • D.A. case should not be pending against the vehicle for issue of permit.
  • Permit is valid for 5 years and issued for concerned region only.

Stage Carriage Permi


  • Application for permit is required to be made in Form P.S.T.S.A.
  • A permit fee of Rs.350/- and court fee stamp of Rs.10/- is required to be affixed on the application.
  • Application should be accompanied with copy of R.C. Book, proof of payment of tax, Fitness Certificate, Certificate of Insurance, and P.U.C.
  • Copy of Notification or order issued by the Ports & Transport Department, Gujarat State, Gandhinagar to issue Stage Carriage Permit.
  • Declaration to fulfill the conditions mentioned in the Notification/order of the Ports & Transport Department, Gujarat State, Gandhinagar.
  • The area of the permit is as per Notification/order of the Ports & Transport Department, Gujarat State, Gandhinagar.
  • D.A. case should not be pending against the vehicle for issue of permit.
  • Permit is valid for 5 years.

P.TEMP


  • Application for permit is required to be made in Form P.TEMP.A.
  • A permit fee of Rs.100/- and court fee stamp of Rs.10/- is required to be affixed on the application.
  • Application should be accompanied with copy of R.C. Book, proof of payment of tax, Fitness Certificate, Certificate of Insurance, and P.U.C.
  • D.A. case should not be pending against the vehicle for issue of permit.
  • Permit is valid up to 4 months.
  • P Temp is not issued to the vehicles, which holds National Goods Permit.

Special Permit


  • Application for permit is required to be made in Form P.C.O.SP.A.
  • A permit fee of Rs.100/- and court fee stamp of Rs.10/- is required to be affixed on the application.
  • Application should be accompanied with copy of R.C. Book, proof of payment of tax, Fitness Certificate, Certificate of Insurance, and P.U.C.
  • D.A. case should not be pending against the vehicle for issue of permit.
  • Special Permit issued up to completion of tour.
  • P Temp is not issued to the vehicles, which holds All India Tourist Permit.
  • Special Permit issued for route area declared by applicant in application.

Exemption from Permit


  • Certain vehicles are exempted from provision of taking permit under Motor Vehicle Act.
  • These vehicles are vehicle up to 3 tone GVW.
  • New vehicles taken for body built.
  • Police vehicle, Ambulance, Fire brigade vehicles, morgue vans.
  • Non Commercial vehicles owned by Central/State or local Government.
  • Vehicle being towed due to mechanical problems.
  • Vehicles seized by Financers.
  • Special vehicle exempted by Central/State.


Process of Driving Licence



The person who wants a driving license is required to apply in the prescribed Form. The applicant is required to pass computer as well as driving test in order to get a license.

New Driving License


Application Form
  • An applicant is required to obtain a learning license in order to get new driving license.
  • An applicant is required to apply in Form No.2/4 for the purpose of both learning as well as driving license, Medical Certificate in Form No.1 (A) is also required to be attached. Eligibility
  • A person should have completed 16 years to obtain license for 2 wheelers without gear.
  • A person should have completed 18 years age to obtain license for 2 wheelers with gear, Motor-car, Tractor and other non-transport vehicles.
  • For transport vehicles, a person should have completed 20 years of age. In addition he should be passed standard 8th pass and should have experience of 1 year driving a light motor vehicle.
Necessary Documents
  • Proof of Age 
    School Leaving Certificate, Birth Certificate, Passport, Pan Card, L.I.C. Policy or a Certificate from Civil Surgeon or a Doctor equivalent to that can be submitted as a proof of age.
  • Proof of Address
    School Leaving Certificate, Passport, L.I.C. Policy, Electoral Voter I-Card, Light Bill, Telephone Bill, receipt of House Tax with address, Pay Slip of Central/State/Local self Government or an Affidavit from the applicant to that effect can be submitted asthe proof for address.
Fee
  • The fee for Learning License and Driving License has to be paid together.Rs.25/-as test fee plus Rs.30/- per category of vehicle is required to be paid for Learning License.
  • Rs.200/- for a Smart Card Driving License and Rs.50/- per category of vehicle is required to be paid for Driving License.
Procedure Of Examination
   To obtain Learning License, Knowledge Test through computer is required to be passed.
  • Subject like Rules and Regulations of traffic, and traffic signage’s are included the test.
  • 15 questions are asked in the test at random, out of which 11 questions are required to be answered correctly to pass the test.
  • 48 seconds are allowed to answer each question.
  • A person failing in the test can appear for the re-test after a gap of 24 hours.
  • A person who has learning license or driving license and seeks to apply for an additional category of driving license in the existing driving license, is exempted from the knowledge test on computer.

   Driving test is compulsory to obtain permanent driving license
  • One can appear for driving test after a gap of 30 days of obtaining learning license.
  • Driving test is conducted on same kind of vehicle for which application is made for obtaining driving license has been made.
  • Learning license is valid for a period of 6 months only, therefore, an applicant is required to appear for driving test within the validity period.

Addition of another category in the existing driving license


To add another category in the existing license for two wheelers
  • Application should be made in form-8 attaching original driving license with a fee of Rs.50/- for driving license, Rs.200/- for a smart card driving license and Rs.50/- for driving test is required to be paid with application.
  • Learning license is required to be obtained by applicant, but he is exempted from the computer knowledge test.
  • Applicant can appear for driving test after a gap of 30 days of obtaining learning license.
Addition of transport vehicle category in the L.M.V. license
  • Application is made in Form No.8 attaching original driving license is required to be attached.
  • Applicant should have completed 20 years of age.
  • Minimum standard 8th pass, and
  • Have minimum of 1 year of experience of driving L.M.V.
  • Applicant should also produce certificate of training from a recognized Motor Driving School in Form No.5.
  • A fee of Rs.50/-for driving license with Rs.200/- for a smart card and driving test fee of Rs.50/- per category of vehicle is required to paid with application.
  • Please note that, an applicant is required to take learning license, but he is exempted from the computer knowledge test.
To obtain badge or authorization for transport vehicle
  • Application should be made in Form T.V.A.
  • Applicant should have completed 20 years of age and he should be minimum standard-8th pass, and
  • Have minimum of 1 year of experience of driving L.M.V.
  • Applicant should also produce training certificate in From No.5 from an authorized Motor Driving School.
  • He should also produce a Certificate of good conduct from concerned Police Station.
  • A fee of Rs.50/- for every category of vehicle is required to be paid for this purpose
Inclusion of hazardous goods category in transport driving license
  • Application can be made on a plain paper specifying particulars of applicant.
  • The application should be accompanied with a certificate of 3 days training from a Central or State Government approved centre.
  • A fee of Rs.50/- for endorsement is required to be paid.
  • The endorsement is made for a period of one year.

Renewal of Driving License


  • Driving license is valid till the date as shown in the driving license.
  • A grace period of 30 days is granted for renewal of driving license.
  • If, a driving license holder comes for renewal within a period of 5 years from the date of expiry, he is exempted from test, but license is valid from date of renewed license.
  • Application in Form-9 attached with original Driving License should be made for renewal of driving license.
  • Medical Certificate in Form-1-A is required to be produced, if, applicant has completed 50 years of age or is applying for renewal of driving license for a transport vehicle.
  • A fee of Rs.50/- with a smart card fee of Rs.200/- is required to be paid, if, application is made within the period.
  • For delay, an additional fee of Rs.50/- for every year of such delay is required to be paid.
  • In case of original driving license is from other R.T.O. or State, then N.O.C. of concerned R.T.O. should be attached.

For change in details of driving license or obtaining a duplicate


  • Application should be made in Form L.L.D. with details of original driving license and a fee of Rs.200/- should be paid.
  • In case applicant has forgotten number of original smart card, then, he can apply for information regarding it by making an application indicating his name, address, date of birth and is required to be pay a fee of Rs.25/-.
  • To change details of driving license like name, address, etc., then, an application on plain paper with a smart card fee of Rs.200/- is required to be made.
  • N.O.C. from the original licensing authority should be obtained and attached with the application.

International Driving License or Permit


  • To obtain international driving license, application in Form 4 (A) should be made along with the Medical Certificate in Form – 1 (A).
  • Copy of Existing driving license. Copy of passport, visa and three passport size photographs should be attached with the application.
  • A fee of Rs.500/- is required to be paid for this purpose.
  • A permit is issued for a period of one year or till the validity of existing driving license, whichever is earlier.
  • Duplicate International Driving Permit is not issued or renewed after expiry.
  • After expiry of International Driving Permit it is not renewed.
  • It may be noted that, such license is issued only for Indian citizen and they are required to be presented in R.T.O. in person.

Driving Licenses delivered


   Learning license is delivered to the applicant in person on the same day when he comes for knowledge test.
  • Driving license is sent by speed post at the address mentioned by the applicant in his application.
  • International driving permit is delivered to the applicant in person.
